can not find it in the online regs and clerk at sporting goods store was not sure......

does my 11 yr old daughter need a non- commercial license for her to be able to use crab pots??? Undecided

Anyone using a MD-style crab pot needs a $2 license.  You can purchase them online & print it out.  Very easy from the NJ DNR website.

Crab pots: yes.  Crab traps: no  The difference is traps have doors that move, pots have no moving parts.
