Is there a limit on the number of crab traps (wire loop) hand pulled traps an individual is permitted to use from Docks, Piers Etc. at any one time.

You can use any number of crab "traps" as long as they are not left unattended.  Just make sure they are traps and not pots.  If you intend to use crab pots then you need a RCGL license that will allow you to run up to 5 pots.
