I don't see any laws pertaining to the amount of pots allowable in virginia waters.
I only see this:

Talk to your agent. Even though it shows no limit on pots for rec's, you are only allowed 50 eels in possion.

you can use 2 eel pots.. you need a 2 eel pot license.. it costs 10 bucks

where i come from i had to buy a commercial eel license to  catch eels.

I would think all the way to the head waters or some impassable structure.  I have caught them in the head waters of Deer Creek in Harford County MD.  When we were kids we used to shoot them.  Walk the stream and stick a .22 right down to a eel.  Bang.
