I'm no expert on the subject, but I know that a buddy of mine just picked up a commercial lic (not sure if it included rockfish)for about 4k.

RD - I think you may be mistaken. The "LCC" is actually an "Authorization" to catch crabs on a "TFL" (Tidal Fishing License). If a license holder were to have an "LCC" authorization and a "Finfish" authorization on his/her license then they would be eligible to apply for the "striped bass" permit.
In reality for someone to attempt to do that now would be impossible as they would be so far down on the "Striped Bass" permit line they would be dead and gone before getting it.

If however someome had the fore thought to obtain the permit when they were first offered, there could be one, or more, in existence now. I've seen people with LCC/Finfish authorizations, but none with the Striped Bass permit so far.

 I went ahead and got the answer straight from the top dog at DNR




No it cannot.  You must have a license that allows you to commercial harvest finfish and sell them.  There are some individuals that have an LCC authorization along with an authorization that allows them to to commercially harvest and sell finfish.  Once an individual receives the finfish endorsement, they must apply to be placed on the waiting list to receive rockfish.

But.

A person can have a finfish license with a Striped Bass allocation. And also possess a LCC license. Both were issued separately.  There are still some people who have them that way.

When the unlimited TFL were first issued, some people didn't want to pay the high price of the combination license or didn't trust the DNR, so they bought separate licenses for what they needed. IE Oyster Harvester is $50
LCC is $50, Fin Fish Harvester is $100 plus Striped Bass allocation cost. There are around 1300 Striped Bass allocation permits.

I think the license would go for a little over 8 thousand $ but that' s what a friend of mine paid for  TFL CB3 a couple years ago... you should get equipment with it though and that costs more...... or just lease one.... more would be willing to lease then to sell I'd bet Wink

I think what Diane (topdog) is saying is basically what  I said : "If you have an LCC and Finfish Authorization you can apply"

all commercial fishing licenses are tfls.   tidal fish license.  lcc is a tfl.  hook and line is a tfl. gill net is a tfl.   unlimited tfl at the bottom of the list of licenses on the renewal, covers everything above it on the list, providing that you pay for the endorsements that require more money.  Of course, if it ain't got the rockfish authorization, yer not likely to get it.
