I was wondering if I put my boat in at Colonial Beach was I far enough down the Potomac to catch crabs.  Salty enough?  If so which GENERAL direction

A friend of mine who lives in Tappahannock launches at Westmoreland State Park and goes just a little south which isn't far from Colonial beach. This time of year he usually does okay but he hasn't gone out yet.

You should be fine.  I was working the area just up stream from Westmoreland state park about 4 weeks ago and caught a few (newbie here).  I still have to do more scouting for some honey holes but there were crabs out there, along with crab pots as far as you can see both up and down the river.
