I know this is a long shot, but are there any Va waterman looking to retire in the next few years willing to take on a new guy teach him the business, and sell him his license sometime in the next few years. I am a retiring firefighter who is looking for his next life, and I have always wanted to work on the water.

Have you checked the VMRC website?  Huh  They have a list of licenses for sale.  You will need to buy a watermans card also.  VA only allows the transfer of 100 licenses per year so you have to act early.  Also beware of people selling licenses that are "inactive".

Thanks for the info, I have been watching the VRMC page but the permits for sale on there are either large (and ridiculously expensive) or very old. But I did post in the wanted to buy. But what I really need is someone to teach me, even I am not dumb enough to think this is something that you can just walk out and do successfully.
