commercial crab license

Does anyone know the process to get a commercial crab license in new jersey, I was told the state isn't issuing any and that its virtually impossible. thanks

     i  believe  the  books  are  closed  on  new  comm  licenses  call the nacote  creek office  of F&G
     heres  their  #   609 748 2020
