Hello Everyone!

We’re so happy you were all happy you were all able to contribute your ideas and opinions last year on House Bill 52 and thank all those who helped and submitted testimony. We would love to have your help again this year!

Maryland’s Delegate Smigiel (R-36th District-Upper Shore) has introduced a firearm and concealed carry reciprocity bill once again this year. House Bill 9 validate firearm and concealed carry permits from Virginia, Delaware, Pennsylvania and West Virginia within the state of Maryland.

This same bill narrowly lost a vote of 11-10 last year in committee and with your help we believe this is the year HB 9 could pass! There are many fresh new faces on the Judiciary committee and we’re very optimistic about this bill ability to pass. This is the year of Constitutional rights and one of those rights is the Second Amendment right to bear arms. We would love to hear from all of you, especially those who travel to, do business in, or live in Maryland.

The first hearing for HB 9 is on January 25th at 1 PM. If you are able to testify in person, please let me know as soon as possible. But, if you can't be there in person (most effective), please think about sending in your written testimony.

Written testimony can be as long as you see fit. However, if you are testifying in person, your testimony should be much more concise.

If you will send your written testimony to michael.smigiel@house.state.md.us we will submit the appropriate number of copies to the committee for you.

We need your voices to get this out of committee (we were only two votes shy last year!)

Del. Smigiel is to be commended for sponsoring such legislation, but, I don't think it will ever fly. Maryland won't issue CC permits to it's residents, other than a select few, so I doubt that they will ever entertain the idea of recognizing permits from other states. 

I was happy last year to find that some Delegates from my area sponsored a bill that would make Md. a 'shall issue' state rather than the present 'we'll give you a permit if we want to, but I doubt it' state.  The bill, as expected, blew up before it ever left the ground.  When it comes to CC permits, unfortunately Md. is lumped in with the mentality of NJ, NY, MA., and a few others.  Don't know if it will ever change.
Way too many anti gun folks around the D.C. and Balto. area that have no problems swaying the anti gun lawmakers.

I'd be happy to see HB 9 just get out of the committee....  It would be great if MD would just pass a bill allowing VA folks on the ESVA to pass thru (without stopping) without having to break the law.

not to mention the recent shooting in Arizona of the congresss woman and many others.. I think that is going to bring the whole gun ban.. and I have even heard of ammo restrictions, permits., limitations, bans.. etc.. now... I think you will see this become one of the hot topics this year on the federal front and I wouldn't hold my breath for MD to finally allow a CC permit like what VA and PA currently have...
