Project 1A(i): Restructure the blue crab fishery and license buybacksBudget: $6,005,500
Maryland currently has 6,200 licensed commercial crabbers, only 1,800 (29%) actively fished
between 2004 and 2007. The number of latent and possibly active, commercial crab licenses must
be reduced in order to ensure a viable fishery supporting full-time watermen.
The DNR made an announcement Tuesday night 2/15 that they are going to offer a buy back of licenses. Letters will be forthcoming shortly. This is not just for LCCs but all TFLs.

If Maryland is going to "buy back License"
Q1- How will that make or break waterman?
Q2- Do you pay to re-new your license?
Q3- If only 29% of waterman fish, How do the 71% of waterman who DO NOT fish hurt the industry?
Any answers?

Latent effor.... The quotas are based on total license since the 71% "could" start fishing if the take was really good.

Q2: You don't have to worry about renewing anything, because once the state buys your license, it is retired, and no longer available for re-sale or re-use.

just curious, where are they getting the license for those that are in the apprenticeship program? The program still exists and the participants have been "promised" (spoken loosely) a license at the end of completion.

Before the "crab crunch" DNR was issuing LCC licenses willy nilly. Now they are being watched by other LCC holders so they are very careful "supposedly" with what they issue.
It is my understanding, upon completion of the program, they go on a list and are issued a license as they become available. They are not supposed to re-issue the licenses they buy back.
Only licenses that are not renewed.
I don't know who does the overseeing on some of DNR's maneuvers, but they need it.

If it's like the VMRC, they can do anything they want unless it is Virginia Commonwealth Law.

Once the number of Watermen is reduced, the group opposing NOAA or DRN is smaller.. In turn, the number of complaints to Politicians goes down...

So what your saying is it has no impact on the pounds of crabs caught or the health of the resource but the number of crabbers that be run over by special intrest groups.

Well, I don't know about that. I think their idea is, get back as many licenses as possible, institute catch shares, and pummel the 10 remaining full-time guys into submission, then the whole industry will be extinct in the state of MD.

The Amendment would prevent funds from being expended by NOAA to enact new limited access fishing programs. The Amendment, if H.R. 1 is passed by the Senate and signed into law, would prevent spending on new catch shares programs.
51 Democrats joined 208 Republicans voting in favor of the Amendment.
