It could be interesting.... A State (Maryland) that does issue CHP's could be compelled to recognize another State CHP just like driving licenses.
"(10) The Congress, therefore, should provide for national recognition, in States that issue to their own citizens licenses or permits to carry concealed handguns, of other State permits or licenses to carry concealed handguns."

Dear Mr. Garvin:
 
Thank you for contacting me regarding my position on a national standard for the carrying of concealed firearms.
 
H.R. 822, the National Right-to-Carry Reciprocity Act of 2011, would provide a national standard by which nonresidents of a State may carry concealed firearms in the State. Any person not prohibited by Federal law from possessing a firearm, and carrying a valid license or permit issued by a State that permits the person to carry a concealed firearm, would be able to carry a concealed firearm in another State. While no one condones the possession and use of guns by felons or other high-risk individuals to perpetrate any crime, we must continue to defend the right of law-abiding citizens to bear and purchase arms. I have been a supporter of a national right to carry reciprocity law.
 
As you know, the Second Amendment to the U.S. Constitution reads: “the right of the people to keep and bear Arms, shall not be infringed.”  The plain language of this Amendment has been determined to guarantee the right of law-abiding citizens to keep and bear the arms of their choice. 
 
The key to curbing the unlawful use of firearms is the stricter enforcement of existing laws.  There are about 20,000 firearms laws already on the books in this country.  To prevent crime, we must fully enforce those laws already on the books. As a member of the House Judiciary Committee, which has primary jurisdiction over gun control legislation, you may be assured that I will continue to pay very close attention to the continuing debate on gun ownership rights. I will not waiver in my convictions on these issues.

don't forget California.. you know those two gun grabbing nuts like Nancy Pelosi and Barb Boxer would never let that go through.. or our buddy Barney Franks from Mass.  ....
these two states alone are bigger anti guns rights than any states in the Union.. well maybe Maryland too.... and you wonder why I moved to PA... Grin
