I'm new to the area and on the hunt for spots as well. There's a boat launch right off Hwy 24 as you cross the bridge from Swansboro headed east. It's on the right hand side about half a mile from the bridge. It's marked by a diamond shaped black and white sign that says 'Wildlife' on it. I pulled in there yesterday to check it out. There's a sign there that says only boat launching activities permitted, but there was a bunch of folks fishing from the pier where you'd tie up a boat while parking the car. I don't know if you'd get hassled there or not. Also, if you go past there, look for a left turn onto old Hwy 58. Go about a mile and you'll see VFW road. Make a left and drive down to the entrance for the Croatan national forest. Follow that road to the end, and you'll find a small boat launch. I've taken the kids there the last three days and we were tearing it up. Mostly small crabs, very few keepers, but it's a good spot for handlining and super fun for the kids. Good luck, and hope this helps.
