According to the website the ramp is open from sunrise until sunset.  The cost was 15 and when I was there labor day weekend I didnt have to pay until I pulled the boat out of the water.

You can launch whenever you want in the morning.  Pay on the way out.  I was in the Chester last weekend and didn't do so well.  Hopefully you post better luck!!!

Try to time when you pull out with high tide,that ramp is BRUTAL at low tide,there's a drop off that most vehicles will have a hard time getting a good sized boat out if you go too far in,and you need to get that far in at low tide.I'll never out in there again,it's a crappy ramp,not worth the money
