H.R. 822—the “National Right-to-Carry Reciprocity Act of 2011” is
scheduled for a vote on the U.S. House floor this Tuesday, November 15.
It is imperative that you contact your U.S. Representative IMMEDIATELY and urge him or her to vote for H.R. 822 WITH NO AMENDMENTS.
H.R. 822 'National Right-to-Carry Reciprocity Act of 2011'
So.... If this Bill passes, and it's looking good, MD residents may have a chance to CC. Getting a CCP in MD is almost impossible but, one of the Holy Grails of CC is the Utah Nonresident permit. It's recognized in some like 35 states. Been reading HR822. It sounds to me that if a MD resident gets the Utah nonresident permit, MD will have to allow that person to CC. This goes for NJ, NY, etc. etc. Now is the time to write your Repesentives.
"Dear xyz,
The Second Amendment to the Constitution of the United States protects the fundamental right of an individual to keep and bear arms, including for purposes of individual self-defense.
The overwhelming majority of individuals who exercise the right to carry firearms in their own States and other States have proven to be law-abiding, and such carrying has been demonstrated to provide crime prevention or crime resistance benefits for the licensees and for others.
I am a strong advocate of the Second Amendment and I understand that during the next few weeks H.R. 822 will be debated.
I respectfully request that you VOTE IN FAVOR OF H.R. 822 'National Right-to-Carry Reciprocity Act of 2011' and any or all subsequent bills of similar nature in support of a National Right-to-Carry law.
It's high time that Congress starts to take actions and send the clear message to the American people that our Second Amendment Right to Bear Arms in not in jeopardy.

"The legislation, which Stearns introduced with Rep. Heath Shuler (D-N.C.), appears on track for swift passage. It has 245 co-sponsors, including several moderate Democrats, and the rule for the bill passed Tuesday 271-153, indicating that it should pass easily when it comes up for a final vote Wednesday. Thirty-five Democrats voted in favor of the rule."

If passed, each state would still have the right to not recognize the act, under homerule, correct?

I wouldn't worry.
The senate has no sister bill and is unlikely to pass one.

The U.S. House of Representatives has passed an important self-defense measure that would enable millions of Right-to-Carry permit holders across the country to carry concealed firearms while traveling outside their home states. H.R. 822, the National Right-to-Carry Reciprocity Act,
passed by a majority bipartisan vote of 272 to 154
.
All amendments aimed to weaken or damage the integrity of this bill were defeated.

The bill still has to pass the Senate (which has a Democratic majority) and be signed by the President before it becomes law.
The Democratic-controlled Senate has no parallel bill. But two years ago, GOP Sens. John Thune of South Dakota and David Vitter of Louisiana nearly succeeded in attaching a similar measure to a larger bill.

Rep. Carolyn McCarthy, D-N.Y., and Sen. Frank Lautenberg, D-N.J., wrote President Barack Obama last week urging him to issue a veto threat against the bill.
The administration has not yet taken an official position on the bill.

When hr822 passes both the Senate and the President signs it in 2013
Md won't have anything to say about it.
Unless Md changes it's permitting laws to become a "no-issue" state like Illinois and DC.
If a state refuses to issue a permit to someone then that person will not be able to use a nonresident permit to CC. So, since it is almost impossible to get a ccp in MD the new law will not be a round about for MD guys to CC. However, there maybe a loop hole if that person has never tried to get a MD permit. Meaning he has not be denied in MD.
