Shellfish Leases Available in Delaware Bay

The NJDEP Division of Fish and Wildlife, Bureau of Shellfisheries is seeking proposals from experienced shellfish aquaculturists interested in leasing and operating parcels for structural aquaculture activities as part of a pilot project for a period of five (5) years within the following State-owned Aquaculture Development Zones (ADZs) in Delaware Bay:

ADZ-2 and ADZ-3, respectively 500 acres and 600 acres, located offshore in the lower Delaware Bay. Ten-acre parcels are available for leasing within these areas.

ADZ-4 (A) and ADZ-4 (B), respectively 22 acres and 29 acres, located in the intertidal area adjacent to the mouth of Green Creek, Middle Township, Cape May County. One and one-half acre (1.5 acre) parcels are available for leasing within these areas.
Lease applicants must comply with the following requirements: must be 18 years or older, be a resident of New Jersey, possess a valid Commercial Shellfish License from the Division of Fish and Wildlife or a valid shellfish certificate from the New Jersey Department of Health and Senior Services, and submit a proposed plan of activities on the standardized form provided by the Bureau of Shellfisheries.
Lease applications must be submitted in person at the Division of Fish and Wildlife's Delaware Bay Office located at 1672 East Buckshutem Road, Millville, NJ 08332. Applications will be accepted Monday through Thursday from 8:30 am through 4:00 pm between December 12, 2011 and January 12, 2012. A one-time fee in the amount of $1,000.00 and an annual rental fee of $25.00 per acre for parcels within ADZ-2 and ADZ-3 or $100.00 per acre for parcels within ADZ-4 (A) or ADZ-4 (B) are due prior to execution of the lease. The lease term is five (5) years. Transition to a permanent lease would be completed upon adoption of ADZ program regulations. If the number of applicants exceeds the number of lease parcels available within a given ADZ, a lottery will be administered to select among all qualified applicants.

FYI that the lottery was had for lease spaces last night at the Bureau of Shellfisheries meeting...   

There is likely to be open spots available after the lottery participants choose their spots.

Maryland offered something very similar last year, Badbean and I looked into it......but, the regulations and logistics required by the State and Amry corp of Engineers made it though to accomplish.

He would know alot more about it than I.

A lot of people seemed scared off by the insurance requirements (workman's comp even if you are working the grounds yourself, and liability.)     That kept a lot of people away.

With the Dermo, MSX and who knows what else, still present in Delaware and Chesapeake Bay, you could do just as well to go to Atlantic City and put your money on your favorite number.

There are quite a few old leases in my family that could have been renewed, but the planting requirement here in Maryland makes it a big gamble.

In the back of mind is the story of a friend of mine who invested a million dollars in pond raised Striped Bass, here on the Delmarva Penninsula. Lost his a$$. And he was a good business man.

I also thought the lease rate was a bit pricey

Just found out that the rate they charge is but 22% of what it should be to make administration pay for itself.

Imagine the rates being 400+ percent higher!!!

Maryland required a 300 dollar application fee, that didnt secure the lease. It was non refundable and didnt mean the ACoE was gonna ok the lease, just review it.

This deal was a $1000 one time fee, if you were approved, plus the inexpensive yearly fees.

Also, MD required you to "work" the lease.

You couldnt lease it and sit on it.....so, it costed us alot more than the yearly lease fee.

"Working" the lease is where I think your gonna find out just how affordable it really is or is not.

It's an incosistent spot.    It's shallow/washed out at low tide, and deeper (4' +/- at mlw) on the northwestern edge of the lease.    Plan is for clam seeds under bottom netting on the shallow side, and floating oyster cages in the deeper spots.     

Won't be able to set any kind of gear until after 3/6...
