some local seafood places are selling $1 each steamed male crabs already

There are a few places that sell dollar crabs all year round. It's only one day a week. Most of the time it is Tuesday or Wed but it's a great deal.

seen some bars that sell them after 9 PM on certain days

these are all day seafood places that usually don't sell them til they're plentiful

No these are regular seafood places that have them year round. They also have $2 crab days as well.
