what is the best time of year to trap eels ?

I have trapped and salted eels for many years. I always was on the shore and had a supply of crabs to use as bait. What is the preferred bait when crabs are not available? Just curious.

whatever the eel trap catches that I don't want turns into bait.

fish - I usually cut the stomach for more scent and throw them in. I break the crab shell.

pretty much anything.

I USED CARP ROE frozen in small plastic soufle'cups with a hole punched in the lid, was real easy to get in the spring.  Make friends with a couple of the guys that bowhunt them in the spring.
