Transfering LCC to a family member,then selling the license before three years

I have an LCC that i want to transfer to my son(Ive had it for 5 years).If he wants to sell it does he have to wait 3 years or is it differnt than the 3year waiting period because its a family transfer?

Soon to be 2 years holding time.

DNR is changing some of the regs.
