Any one fishing in NJ saltwater will need a saltwater registry

While recreational saltwater fishing, this registration certificate MUST be in your possession, and be available to be produced to law enforcement officers upon their request.

http://www.nj.gov/dep/saltwaterregistry/

What if I do not have a Social Security Number?

If you do not have a Social Security Number for this registration purpose you will be considered a non-US resident.  You will then have the ability to input your passport number and country of origin.

What if I do not have a passport.  You will then have the ability to use any white bucket, keep whatever you catch,  there is only a handful of enforcement officers Sad

That's because there is a lot of low hanging fruit for them there.

Any its only good in your state.  Nj has one.  NYS has another.
