If you were looking for a place to crab, I would have said to go to Armistead.  I don't crab from piers myself so I don't know of any spots, although I know there is a pier at Fort Smallwood but I haven't been there personally.

Ft. Armpit is hit or miss. I've been there in August and did ok. Sometimes I get blanked. I've been there sometimes and showed rookie handliners how it's done. To me that's just as fun. I'm guessing that the end of the pier is still all busted up. I won't fish at the end. Too many boards were missing. Since it hasn't rained in a while, I bet the place smells really pizzy.

I tried Ft. Smallwood once. You have to pay to get in. The place is really nice/clean and doesn't stink. The pier is smaller and the depth is more shallow. But I did catch a couple in traps.

You can handline at ft. Smallwood, ive done it, you just need a lil extension on your dip net. It gets crowded on weekends. You can expect that for all the piers. You can crab at sandy point, matapeake, and romancoke. Those are the piers i know of, somewhat local to ya.

You might want to try Downs park. It has been awhile since i have been there, I cant exactly remember how high the pier is. It is worth checking out though.

There is  small pier in Watersedge in Dundalk, I grew up there and when I was a kid we did pretty good with handlines off that pier , but it is small and I would think if you were not the first one to get there you might not find a spot
