Any where east of Route 1.  Missapillion/ Ceder Creek.  The public ramp is closed right now for a fulle redo but once it opens back up thats where I'll be. The brodkill riverTheres a public ramp in Lewes and Milton.

If you don't have a boat the only place from the shore i know about would be on the Fowler beach. Theres a creek than runs perpendicular it doesnt have a peir or dock but there is plenty of shoreline to toss handlines or traps from and a little dirt ramp if you have a small boat. Not much parking tho.

Route 36. The public ramp is on the left before the draw bridge.  Ceder Creek marina is across the Draw bridge. I don't think they have a ramp for public use but they have a bait and Tackle shop.

Do a little research on Google you can see where water meets alot of roads where you might be able to handline from also. They handline alot from bridges and the side of the road along route 9 from Dover on North. I'm not sure how much handlining you can do south of Milford. Take alook at the map and go for scouting ride one day.  Alot of those back roads offer some nice scenery.
