I will try to answer your question but can only speak about seasons in Massachusetts where I am from  Below are the regulations from the state which govern sizes.  Local cities and towns grant shell fish permits, usually both resident and non-resident.  Most charge between 25 to 50 dollars for a year long permit.  The permit is actually a pin or button which mist be worn when digging.  Some species are limited in a season like Scallops, but Quahogs or hard shell clams are open year round.  (You would have to be nuts to do this in the winter)  Recreational shellfishing can be done while wading at low tide.  Commercial claimer's usually work from a boat and use bull rakes.  Check with your local authorities and State government Fish & Game site for your state regulations.  The site I posted is more of a fun type site about clams, not a definitive site on clamming.  Good luck and I hope you get your share this year.

Bay Scallop well defined growth ring  Closed 4/1 - 10/1
consult town regulations

Conch 2 ¾" shell width consult town regulations

Oyster 3" shell diameter consult town regulations

Quahog 1" shell thickness consult town regulations

Sea Scallop 3 ½" shell height daily limit of 1 bushel in shell, or 4 quarts of shucked meats

Softshell Clam 2" shell diameter consult town regulations

Surf Clam 5" shell diameter consult town regulations

We clam down here too. During the cooler spring you'll see guys in dry suits digging up clams with feet and a rake. They tether a inner tube with a orange basket to them a fill it up. We go to Ocracoke and Portsmouth Islands and during low tide dig them up. 1" inch min size limit here too, I think it's a standard. I believe it's 50 clams per person. I'm always after chowders, end up with cherries Sad They don't go to waste though Grin Grin
