Sunday Restriction for fishing 5 pots

I know there's a restriction for " no fishing" 5 commercial pots on Sundays when using the recreational 5 pot license. My question is.. what exactly is considered "fishing"? Is it dropping them in, hauling them out, both...etc? I usually try to drop my pots in the water on Friday's after work, and haul them out on Saturday afternoons ( my day off). Occasionally, I get home too late on Friday to get them in the water before dark, so I end up throwing them out Saturday morning, and haul them in later in the afternoon. I don't want to leave them in thru Sunday, because it's back to work Monday with no guarantee I'll be home in time to haul them out.
However, this Monday I took off from work.. and was wondering if it's legal to at least drop them in the water Sunday morning... and haul them out on Monday?
I looked thru the VMRC rules and from what I can find, it doesn't specify if " no fishing" means to actually pull the pots and dump the crabs into my bucket on Sunday, or if it means handling my pots at all? I want to make sure I abide by the rules, but also don't want to miss out on potential crabs. Thanks for any info..

In my conversation with the VMRC heads, over many years, they consider "fishing" as harvesting. Course that could change at any minute.  ;)

The restriction was put in so that the "5 pot gear limit" would be like the law for commercial potters.  The commercial potters can not "fish" their pots for "hard crab" on Sundays.
