Method for Kiptopeke / Cape Charles Area?

I'm bringing my family (wife and young sons) down to Cape Charles for a few days in August. I'm wondering if anyone can share advice on pier/land fishing and crabbing in that area.

Is there a favorite/good spot in Cape Charles for crabbing? I found this: https://mrc.virginia.gov/vsrfdf/capecharles.shtm

Last year we visited the beautiful beach at Kiptopeke. We had a great day but I was very disappointed that I'd neglected to bring crabbing and fishing gear. I saw the big concrete pier thing that one can crab/fish from...but I had the little kids with me and couldn't go investigate. So I'm wondering what I should bring with me this time.

Is Kiptopeke a good spot for hand lining?
Anything unusual I should be aware of (strong current, deep water, etc?)
Is there a good bait/tackle shop in the area that I should stop in at for bait and to ask for advice?

Also, I've previously only crabbed in Maryland waters. I am a VA resident and have all of my licenses. Is there anything special I should be aware of on the regulatory side? Do I need a permit or anything to fish/crab there?

The fishing pier is a good place if you don't have a boat.  If you have a boat the concrete ship are a good spot.  Fish right up against them.  Plantation Light is good fishing.  Its right out side of the channel out of Cape Charles. Watch the rocks.  Its easy to get your anchor hung up.  And pay attention to the tides. The water can drop 3-4. When fishing in the lower Bay area don't use any bait but peelers or green crabs. Use heavy tackle. 

No special permits. Just your VA saltwater license.
