Crabbing On Wednesday

Question:
I know I'm not allowed to run my lines or take traps on a Wednesday as a Recreational Crabber. But I'm headed down to the Bay tomorrow to do some fishing and in the afternoon I want to head down to the mouth of the Severn to anchor up and watch the Blue Angels perform for the Navy Graduation.

So my question is: While I'm anchored up, Am I allowed to handline for crabs if I'm at the Mouth of the Severn, but technically in the bay?? I'm not sure where I'll be anchoring, not sure what to expect.

Just wasn't sure what the rules were handlining out in the bay vs Up in the River?
