Water in crabs after steaming

Need some advice on why my crabs have water in the claws as well as the body. I steam them and make sure the water is not boiling up into the crabs but still get water in them. Meat is also slightly mushy sometimes as well. I also make sure they are hard (throw back the paper shells) and steam for about 20-25 minutes. I've seen a few posts of others saying that it might be due to under cooking them?
This didn't always happen and the only thing that has changed is my burner. I've always used a turkey fryer burner but the old one rusted out so I got a new one.
Anyone experience this and how did you correct this issue?

I have that happen once or twice a year and it has been happening forever .my thought is it has to do with lighter crabs and sometimes the crabs are full, but the actual color of the crab is lighter, and it may be due to a recent shed. All the catch does not come out watery just certain ones thats my observation.
