Waqoit Bay

I know the multiple spots in Chatham, Dennis and Yarmouth. They're all close to where we stay in the Cape. Next year we're spending the summer in Falmouth instaed. I know they're in Waqoit bay but I think you need to be a resident to park there. I visited here years ago and I think I was illegally parked there when I last dropped in. Does anyone know where there's public non resident parking to drop my kayak or possibly wade out at night? I can access by boat but would prefer hitting the bay by kayak or by foot at night.
