Navasink Boat Launch

I was wondering if there is a public or pay boat launch area close to the Oceanic Bridge? Last year I used the town launch in Rumson but was given a $55 ticket. Oceanic Marina doesn't have a ramp. In red Bank there is a private marina that I used before but with a 9.9 & 14ft boat it too far to motor to the bridge. Does anybody know of any other marina's in the area to launch close to that area?
