Cull rings?

Quick question for ya. Are cull rings needed for comm style pots in de? I read the regs but just wanted to make sure I wasn't missing something. Right now my pots have turtle excluders and the biodegradable panel incase it's lost, just wanted to make sure I don't need to add anything for de.

The way I read this, the answer is no.

*A crab pot is a wire frame covered by a webbing of wire or netting through which a conical shaped funnel allows crabs to enter as they are attracted to bait. It does not require attendance to catch crabs. Each crab pot must be attached to an all white buoy that has inscribed the owner's full name and permanent mailing address either on the buoy or on a waterproof tag attached to the buoy. All recreational crab pots must have a by-catch reduction device installed. This device shall be a metal or rigid plastic rectangle that measures on the inside 1.75 inches by 4.75 inches. If made of metal, this device shall be no less than 11 gauge rigid wire.

I think it's a good idea to have one, though.
