I contacted DNR last week concerning clarification on the rules for trotlining crabs in South Carolina. Here is the reply from their enforcement division.
If you are using more than three handlines or three baits on a line then:
a. Must have a Saltwater fishing license
b. Must have trotline license.
c. Must have trotline tags.
d. Limited to 50 baits per line.
e. Maximum of 3 tags per licensee.
f. Each trotline must have tag.
g. Trotlines must be separate.

These rules are for recreational crabbing.

Unofficially this is my opinion. I believe that the SCDNR doesn't have an established set of rules to deal with trotlining and are using fish trotline rules to cover themselves for now. I'm going to contact the folks in Columbia for more info.
