The Lobstering and Crabbing Guide is no longer available on its own.  It is now part of the MA DMF annual recreational fishing guide.  Lobster/crabbing information starts on page 28.

Hello, my name is joe. i live in manitoba canada and will be traveling to Boston with my son and family for a hockey tournament in july. i have been several places in the USA where i have been able to go fishing and or crabbing. the last place i did this was in san fransisco where you can fish or crab off any public pier with no permit needed. i have kind of gotten addicted to crabbing, although i haven't been able to do it much. When i am in boston, is there opportunities for a non resident of USA like me to go crabbing, and if so do i need a permit, also, are there some public areas like piers to throw a crab net out.. like they do in San Fransisco? i believe your crabs of choice are blue crabs? i was fishing dungeness out west. Do these blue crabs taste like the dungeness as well?  Regards, Joe.

Joe,

Massachusetts has some residency requirements when catching crabs.   You should be aware of them.
