NON-RESIDENTS Crabbing in MA

I'm a former MA resident who now resides in RI.  I used to crab the Weweantic as a MA resident with the understanding that no permit is required for residents, and the limit for blues was 25/per person.  RI doesn't seem to have nearly the abundance of blue crabs that I'm used to and I'd like to go back to my spot on the Weweantic this weekend, but the regs are extremely confusing. 

I know that MA residents don't need a permit to take 25 blue crabs, yet there are resident and non-resident "Lobster & Crabbing" permits....Why not just call it a lobster permit and spare the confusion if it's not required for crabbing?

As a non-resident, do I need one or not?  And if I DO need the permit, anyone have any good RI spots they can PM me? 

I apologize if this has been answered, but I've searched the web and the forum and it's hard to find a concrete answer.
