Non-Commercial pot rules

I found a good spot where I think I can safely put a pot without it getting stolen. Looking through the regulations, it states that non-commercial pots must have a white buoy with the crabbers information on it. The place where I want to put it, it will be on the side of a road in a lot tied to a guardrail. I have no problem putting my information on it, but I want it to be as inconspicuous as possible. Would i still need the white buoy if tethering it to land?

If it was me, I would probably just do what you are thinking of doing which is to tie the rope off as inconspicuous as possible and you should be fine because it sounds like an area where this would not be an issue, but it could become an issue if on the day you check your pot you are stopped and have to prove it's yours. Maybe tie a water proof tag of some sort to the trap itself so that if you did get checked, you can prove it's your pot. Just my thoughts.
