The Texas state crabbing rules state you cannot fish during the Feb 16-25 period with a crab trap or component of a crab trap. The purpose being to allow people to remove all old crab traps from Texas coastal waters.

Question is: I'm taking my Boy Scout troop to Galveston State Park that week and was hoping to teach them how to crab. Would it be legal to crab if we used hand lines and dip nets instead of any sort of trap?

Please no conjecture, just need known facts.  Thanks in advance!

My guess (conjecture) is that handlines are okay, but the definitive answer is with the state
