I HAVE A TFL WITH ROCK FISH ENDORSMENT AND DRIFT NET THAT I AM USING FROM A FREIND WHO HAD IT PASSED DOWN TO HIM AND HE DOES NOT FISH OR CRAB,CAN I LET A 3RD PARTY USE IT OR DO I HAVE TO BE ON THE BOAT.

the vessel number has to be on the boat or you must transfer it to the third party.  if the vessel number is on it, anyone can use that boat "if the license holder is unable to use it due to illness" or something like that.

....I believe if you declare a vessel on your application,  anyone can use that vessel for the commercial designated (because your TFL number needs to be posted on that designated vessel)..........if you don't declare any vessel on your card......only you can use it and you must write it in ink on the back of the vessel you will be using's registration card..............which would be best if you owned multiple vessels. I may be wrong, though.....as I can not seem to find where I read that.
