Maryland Crab Regs???

So what exactly are the new crabbing regulations for sport crabbing this year?  Have they been finalized yet?  Why does our government wait til after the crabbing season begins to make changes to the rules and regulations?  I sometimes wonder that if I ever got stopped for doing something illegal whether I could fight it in court since I am going by what the handbook says that I get when I purchase my license...Seems like if our government makes any new crabbing rule changes, we should receive something in the mail stating any regulation changes.  If it weren't for this board, [Sam Hill]...I wouldn't know that the size limit changed.
