Does anyone know if you purchase clamming license if it is 20$ every year or do you buy the license once?

While I am not sure about this, I am pretty sure that you buy a license once per year.

10.00 a year and there are only two open waters thru the summer, seems you have to go in winter to other spots

How do I get the clamming license?  I found a list of places in New Jersey that I can go to but do I need to bring any type of id?  Do the people applying for license have to be present?  For example if I want to get one for my father, or children do they have to be with me?

I think you can just buy it online. Go to NJ's Dept of Fish and Wildlife's licensing  website... : https://www1.wildlifelicense.com/nj/start.php

You can get it on there. Yes, you need a SS# and Drivers License.
