I believe the key words in the article are at the bottom of the article and when the rumor went out that you will have a quota next year based on what you reported you caught this year
so reporting sucks
from article ----------- For 2009, DNR has scrapped the idea of giving quotas to individual watermen based on their harvest history. Instead, limits on females will be based on the type of license a crabber holds.

It could be GOOD CRABBING for the guys that OVER REPORTED............if the Government is going to be corupt you better do it BIGGER yourself...
Remember this... If your going to be a Bear, Be A GRIZZLY!!!!!!!!!!!
Over report in a Big Way...The only way to be the State is to use Bigger Numbers..More than 50%..

The DNR created this problem by setting the unannounced qualifying period and then the intended freezing of licenses not reporting a catch during that time frame. Seeing the handwriting on the wall, I'm sure the majority holding a license decided they better have SOME catch reported yearly before the next shoe drops. Personally, I don't blame the license holders a bit, I blame the DNR.

UNDERREPORTED
the Winter Dredge Survey by more than 14%.

It never matters which way the numbers fall,if we have a good year then we are catching too many and they have to make new reg's to cut the catch back,if it's a bad year then we have already caught them all so they have to make new reg's to protect whats left,if it's a middle of the road year then we need new reg's to get the catch up so we can have a good year.
