Is New River considered Coastal Waters

Reading one of the posts, someone stated that coastal waters is considered (Coastal = ocean, sound, salt water rivers etc.) and Inland is considered (Inland = Ponds, lakes fresh water rivers)

Questions:
1. What would new river be considered?
2. I live in the New River area and I want to use my Crab pots (non collapsable) . Can I use these crab pots (1 per person) in the New river area?

Actually here is the exact link for your area   http://portal.ncdenr.org/c/document_library/get_file?uuid=b4c6072a-e407-46ca-abf0-2051655a098e&groupId=38337  seems it's all coastal waters as far as the main body goes, BUT looks like it's covered as a "Military Danger Zone and or Restricted Areas"

I was contacted by an officer, and he told me that new river around the base is a no go. He also told me that anything inside the Hwy 17 bridge would be considered Inland and anything out side the bridge would be considered coastal. If i had a boat i couild put one pot out as long as i was near the pot. Needless to say that if i wanted to put a pot out near the shore i could not.

Ok I fish right off LZ Blue Bird in a kayak and was going to drop a Crab Pot off and yes I have the $35 license, now is blue bird in or out of the coastal? Can I Crab there or Not?
