Wife and I were visiting the area with my little boat.  Tried just downstream of the power lines with 12 collapsible traps on small floats.  Caught 22 legal with many small crabs.  Primarily males ... some nice ones at about 6 1/2 inches.  The DNR paid a visit to check out that we had proper safety gear on the boat.  Asked how many traps we had and whether we had a recreational license (we did not).  They said we could only crab 4 traps without a license.  I asked if this was a new regulation since I had researched this about a year ago.  They then asked to see our traps and then realized that they were collapsible and said that we could use as many as we wanted since it was considered as handlining.  Had a wonderful visit and a nice meal.
