Depends on the size of the clams.  Eastern shore clams are smaller then the Pax River clams.  Pax river clams, I use 3-4 per bag (usually 1 large one and 2-3 small ones).  I have had to fall back on eastern shore clams and it take 5-6 and sometimes 7-8 to make a decent looking bag.

Also turn the bags inside out so the hog ring is on the inside. It makes a nicer cupped bottom in the bag to insert the clams.
