Thursday it was real bad, halfway into the parking lot at 4:30 AM, 1 1/2 hours before high tide. Both docks were under water.

Friday it was ok, just up to the docks. No problem putting in at 1pm or coming out at 5pm. As for the tide phase I have no idea. I've never paid any attention to that.

I use the website below to determine if the tide will be above or below normal on mid bay eastern Shore rivers.  The level device is located on the Choptank so the real time tide info isn't correct for the Wye but the tide departure from normal (observed minus predicted) will give you an indication of what you will see on all mid bay Eastern Shore Rivers. Thursday morning the astronomical tide was high at 621am and the tide departure from normal on the Choptank was 1.5' above normal, making the parking lot half full of water.
