You could always just buy a used houseboat and stay on it on the weekends.  Slip rental is not bad at all in Cambridge.

Look at campgrounds. No house but can get a pretty nice set up close to

A one minute search on zillow yielded quite a few waterfront places ballpark $300k (some even less) on the Little Choptank, Fishing Creek, etc.  It's definitely further south, but could be worth it if the price/location are right.

Be nice to be on the east side of the Bay and below the Bay bridge, if you can afford it. Having family growing up there would help locate a house or property faster.
 I'll stick with Pasadena on the Magothy. Water privileged community suits me well, 5 minutes to the pier. It's a hassle dealing with loading and unloading at times when others use the ramp. Peak times can cause some time loss , but it's worth it.  Magothy has what I need as far as fishing and crabbing, or just boating. Be nice if they had more then 2 restaurants on the water though.
But I'll bet the eastern shore waterfront home would be great.  Good luck Lewcrab,

There are plenty of S/F homes on the Eastern Shore that meet your requirements for water access. Maybe not along the Wye or Miles, but in the Queen Anne's County area.  I'm a realtor and would be more than happy to help you find a summer place with boat ramps and piers.
