I know that the deadlines for payments and renewal are typically blown by several people each year, and the Shellfisheries Board has granted extensions, etc.    The 12 who were initially slated to be turned over due to non-payment by the deadline or paperwork/reporting issues or deficiencies, almost certainly appealed to the Bureau of Shellfisheries for extensions and got them.    I've sat in the shellfisheries meetings and heard the guys come in with their appeals of why they didn't pay their renewal fees on time.  One of the most memorable was "I was out hunting white tail and lost track of time."   His appeal was granted...
