I see a lot of info on finding chicken necks, but where can you get cheap fish for traps, like bunker or similar in NJ or PA?

Definitely a flat. With a freezer  you'll get two trips out for only $20 in bait.

Depending on how much time (and interest) you have, a NJ resident bait net license is only 12 bucks. If there happens to be any by-catch that's good to eat, you get to keep that, too...
