How do you value a Maryland Commercial Crabbing License?

I am looking for help on how to value a Maryland Commercial Crabbing License?  What are the criteria to consider?  I think these are some:
How many pots.
Males or Males and Females.
Violations.
Is the license up to date.

For my purposes, I will only be running trot lines and I would like to keep some females.

How much does it cost to renew each year?

Please let me know anything you think would be helpful in buying a LCC.

the LCC or LCH both same lic. cost me 415 per year to renew. it allows up to 50 comm. pots or collapsible rec crab traps and unlimited trotline. they should average $3000.00 to buy outright from anyone who wants to sell or you could get on the dnr waiting list.and the lic could be  less but I don't know those numbers. With females on  the lic allows 2 bu aday till sept,oct then it goes to 5 bu aday. males are unlimited.
